Southwark's Licensing Policy 2026-2031 consultation

London Borough of Southwark's Licensing Authority is required under the Licensing Act 2003 to review its licensing policy every five years to ensure it reflects local needs and aligns with national regulations. The policy aims to strike a balance between supporting local businesses and maintaining public safety and quality of life for residents.

We are seeking your views on the proposed changes, which aim to ensure the policy is up-to-date, reflects current legislation and guidance, and continues to promote the four licensing objectives.

1. Prevention of crime and disorder: This includes preventing antisocial behaviour and other criminal activity associated with licensable premises.

2. Public safety: Ensuring that premises are safe for the public, considering risks like fire, structural safety, and other hazards.

3. Prevention of public nuisance: Minimising disturbances that affect the local community, such as excessive noise, or other nuisances from premises.

4. Protection of children from harm: Safeguarding children and young people from being harmed or exploited by activities or services provided by licensed businesses.

The consultation period will run from 19th September 2025 to 31th October 2025, during which we welcome your views.

In considering a new policy, a number of key areas were identified that the new policy needed to reflect and some areas removed from the policy as they were no longer required. A summary of proposed changes are listed below:

  • Policy simplified and restructured for clarity.
  • Updated guidance for licence applications and operational expectations.
  • Clearer sections on licensing objectives, public safety, crime, nuisance, and child protection.
  • Setting expectations for operators to mitigate ASB risks associated with licensed premises.
