NOTICE OF PROPOSAL TO VARY THE LATE NIGHT LEVY IN THE LONDON BOROUGH OF SOUTHWARK

Background

The Late Night Levy (LNL) is a charge applied to businesses licensed to sell alcohol between midnight and 6:00 a.m. Its purpose is to help fund services that manage the night-time economy, including policing, street cleaning, and community safety initiatives.

Following changes introduced by the Policing and Crime Act 2017, licensing authorities now have the power to vary the levy to include late night refreshment premises—businesses that serve hot food or drink during the same hours.

We are proposing to vary the Late Night Levy so that it applies not only to alcohol-licensed premises but also to late night refreshment premises operating between midnight and 6:00 a.m. This change aims to ensure that all businesses benefiting from the night-time economy contribute fairly to the costs of maintaining a safe and vibrant environment.
