
Lower Road Safety Improvements
Lower Road cycleway scheme provides a segregated cycleway along the A200 Lower Road from Rotherhithe roundabout to Evelyn St in Lewisham. It is the last part of cycleway 4 to be built, which provides a dedicated cycleway from London Bridge to Greenwich.
The scheme has the following aims:
- Improve walking, cycling and wheeling
- Create safer, more accessible route for cyclists
- Provide a high-quality, two-way segregated cycle route between London Bridge and Greenwich
- Encourage people to shop local to help businesses and reduce car use
Following the 12-month construction, the cycleway was officially opened to the public on 4 March 2024.
The statutory consultation phase for this project will run from 12 March to 2 April 2026. Please see Phase 2 below for details of how to submit a response.

Lower Road safety improvements
The informal non-statutory public engagement closed on 14 December 2025.
Residents were invited to participate in an online survey to review the outline designs and indicate their support for or disagreement with the proposals and provide individual feedback. The online consultation was publicised via letter drops to 14,000 addresses across Rotherhithe and Surrey Quays area. On the postal flyers a QR code directed people to the online survey consultation webpage, or alternatively the url was displayed so they could visit the website to have their say.
There was one consultation drop-in session from 5:30pm to 7:30pm on 3 December 2025 at the Canada Water Library.
A total of 1,356 responses were received to the consultation survey. There was a very high proportion of responses from Rotherhithe (the immediately affected community area) . The support for the scheme was mixed.
We considered all feedback during the engagement, and we have made some changes based on the feedback from the consultation and the road safety audit. You can view the revised proposal. Please see the consultation summary report and decision link here for your information.
Overall, there is enough support to proceed with the statutory consultation as the percentage of respondents who supported the scheme was 76.6% whereas those who didn't support was 20.8%.
The statutory consultation period for this scheme runs from 12 March to 2 April 2026. Please use the link below to make representation and comment on the proposal.
From 12 March 2026 the Notice of Proposals, the proposed orders, and a statement of the council's reasons for making the changes can be found online at https://www.southwark.gov.uk/parking-streets-and-transport/road-closures/traffic-management-orders-tmos. The Notice of Proposals will also appear within Southwark News and the London Gazette in accordance with the legal requirements.

Once this statutory consultation period ends, the council will consider all representations received before a final decision on whether these proposals should be implemented is made.
