Lower Road Parking Changes
Following feedback from Rotherhithe Ward councillors and some local residents and businesses about traffic congestion, we are proposing to move parking bays from Lower Road to nearby roads.
During initial discussions, they told us that they believe changes would help tackle congestion and encourage more shoppers to visit Lower Road.
We would like your views on the proposals shown below.

Phases
Implementation of Parking Changes
The objectives of Lower Road Congestion Relief scheme is to relocate/remove the parking bays on Lower Road between Redriff Road and Plough Way to Cope Street and Rotherhithe Old Road. We took feedback from local residents and businesses during the informal consultation in May to feed into our designs. Then, we carried out a statutory consultation between 31 July 2025 and 4 September 2025. The standard statutory consultation normally runs for 21 days, however, the Council ran it for additional 15 days due to the consideration of Summer holiday.
The scheme has received the approval from Cabinet Member at the end of November 2025. Please see the link here Decision - Lower Road Congestion Relief - Southwark Council, which includes the results from the informal and statutory consultation phases.
We have now issued the Notice of Making on 4 December 2025.
Please be advised that this is separate from the current (December 2025) Lower Road safety improvement consultation and does not affect the outcome in any way.
