Climate and Environment Supplementary Planning Document (SPD)

Purpose of the SPD

The supplementary planning document (SPD) aims to help people better understand climate mitigation and adaptation actions. It provides guidance on how to make successful planning applications that are in line with the council’s climate and environment policies and it also sets out best practice for sustainable development in Southwark.

Guidance is provided for:

  • Energy and sustainability standards
  • Minimising flood risk and water efficiency
  • Environmental protection and improving air quality
  • Green infrastructure and trees
  • Ecology and biodiversity (including Biodiversity Net Gain)
  • Movement and transport
  • Avoiding waste and minimising landfill

What development does it apply to?

This SPD applies to all development that requires a planning application (excluding householder development).

This includes:

  • Fit outs and refurbishment to existing buildings
  • Extensions to existing buildings
  • New buildings
  • Public domain works such as new or improved open space
  • Landscaping works

The document applies to all types of land uses, including housing, offices, industrial development, retail, community and leisure facilities.

Documents prepared in support of this SPD can be viewed on the council website. This includes documents such as the consultation plan and the Equality Impact Needs Assessment (EINA).
