Community Infrastructure Levy: Revision to chargeable rate for direct-let purpose-built student housing development
Southwark Council are consulting on a change to Southwark’s Community Infrastructure Levy (CIL) Charging Schedule.
The proposed change is to increase the borough‑wide CIL rate for ‘direct‑let’ purpose‑built student housing (PBSH) to £250 per square metre (‘sq.m’). This will help secure a fairer contribution from developers to local infrastructure such as transport, schools, health facilities and open spaces.
No other CIL rates or CIL zone boundaries are changing as part of this consultation.
Independent viability testing has been carried out to inform the proposed revised rate.
Consultation closes: 20 January 2026 (11:59pm).
