148 often terminates at Elephant & Castle instead of at Camberwell Green

The 148 runs infrequently so is always crowded and sometimes doesn't arrive at all. Even worse, it often terminates at Elephant & Castle instead of Camberwell Green. There are a lot of buses to which one can transfer at Elephant & Castle to continue one's journey, but that should not happen as frequently as it does. There's always a 20+ minute wait at the stop opposite Big Ben before any sight of a 148. Meanwhile, from Whitehall turning left and passing opposite Big Ben there are always at least a dozen 453s, several 159s and three or four 12s in that same period. Unfortunately they don't stop at that stop opposite Big Ben so one has to continue waiting and possibly jump on a number 11 to get to St Thomas' Hospital so that one is at least at the bus stop where the 12, 453 and 159 buses do stop.
